When it comes to the issue of trust between the United States and Russia, the concept of a "deal" is a non-starter. Legally binding treaties are the coin of the realm. There's a big difference.
There can never be an ethical arrangement made with the stupid, infantile hustler and money-driven schlockmeister and shmata dealer, Trump. His whole persona is built on fraud, bullying, and cheap trickery that only ever works with thieves and pimps of the same ilk.

Unfortunately, as Lavrov has said, America is not “agreement-capable.” Both because, as you have previously noted, they always lie, and equally important, the constant administrative churn every four years resulting in no consistent governance - any treaty can be tossed out, witness the Pairs climate accord and the Iran nuclear deal. Until America learns to develop a true system of government based on meritocracy and truth (similar to China and Russia), there is no entity there which can earn trust with any other nation.

The fact is that, in the West, our governments have betrayed us. We must protect ourselves from this "mental war" our own, on local level. We must learn, just like Russians did, how to protect ourselves from counter-culture and other psyops.

It is surely abundantly clear to most Russian officials by this time that when talking to officials connected to western NGOs that they must be extremely careful not to take them at their word. The bedrock concept underpinning such NGOs, that all political systems not strictly aligned with the concepts they hold as sacrosanct must be undermined by all means necessary, makes them all inherently untrustworthy. When the parent of these NGOs, the CIA, sent them out into the world the motive was clear. Seduction. Think 'The Queen' in 'Snow White and the Seven Dwarfs'.
