Kissinger’s idea of diplomacy was the art of controlling power, that being, of course, the power of others. In a better world, diplomacy should be about improving relationships, about developing trust, in search of cooperating for the betterment of all. That requires truth from all parties; lacking truth there can’t be trust or cooperation.

The structural basis for the EU was developed in pre-Nazi Germany and later implemented almost exactly as laid out in those plans. The entire scheme is a throw-back to an earlier time, almost an attempt to build a glorified version of the past. The EU continues to struggle from having a currency union but not a fiscal union, and the use of economic extractivism pulling cheap labour from the periphery. Having deprived themselves of cheap Russian energy, they face economic collapse thus imagine a buildup for war as being their economic savior. This plan fails on many fronts, a primary one is their false belief that Russia is collapsing thus an easy war target. The similar US/Israel assumption about Iran has done what?

As Jeffrey Sachs has written in his recent open letter to Chancellor Merz, the Europeans MUST begin serious dialogue with Russia, beginning with ending their military activities along Russia’s borders (that includes Ukraine). They MUST drop their outright hate of Russia - in this condition they think Russia has no right to exist, therefore Russia has no security concerns. Until they can accept this, they are not being truthful to themselves or to Russia; until then, there can be no meaningful diplomacy.

Great piece and very understandable.

Where I differ from your view is here though: >>There is every reason to believe that the United States can and will regain its standing as a rational actor grounded in principled values possessive of the kind of moral compass that makes mutually beneficial arms control agreements possible.<<

This is understandable but wishful thinking.

In my view this is possible only if the USA has a revolution/civil war that eliminates the very structural, systematic threat that it's system carries.

Those structures are not possible to reform, they're only to be wiped out since they mirror all what we see in the anti human development of the Zionist entity, the European Union and the reactionary japanese standing in this time.

Without the ruling class of the USA there would be non of those entities. They are only established in the interest of the USA, with the aid of the USA and to the benefit of the USA. There is not one western politic actor in power today that has not close to intimate ties with the USA, is groomed by USA led entities and approved by those.

That's why the USA is the root cause of the contemporary disorder and must be addressed as such.

I disagree with the notion, that America will find back on track to the values of its Constitution. Congress is a buch of reckless puppets completely bought off donor interests (MIC, BigTech, Pharma) and the zionist lobby. There is nothing right now that points to a change in that. Look at the Massie primary. I don't see any solution to that other than revolution.

Europe is and always has been about power struggle and domination. That it would suddenly become something rational, peaceful and honest today would be uncharacteristic. People don't identify as "Europeans" as if that were their homeland, unlike people who say they are French or German or Russian or even American. To expect some form of united rational behavior out of a group like that one only needs to have a look at their EP and see what goes on in there to be quickly disabused of that notion. Europe is home of the globalists that have taken it over to suck it dry all while trying to do the same to America. I would less say "shoot the dog" as much as I would say put the whole mess out to grass. It's not worth the piece of ammunition.

Very interesting Scott. I like your use of the phrase ‘shoot the dog’ as applied to the European mongrel in the context of the best Russian approach to such a rabid beast. And this, for me, is the extra element necessary to make your metaphor work; that the European Union - in its collective evaluation of the threat from Russia - has become rabid. This ‘collective dog’ has become rabid. But who/what infected it? For me the answer is Zionism. Get this out of the ‘dog’ and the dog can be saved. If not then ‘shooting’ it will be Russia’s best option (whilst developing ties with its less-infected elements such as Spain and Slovenia). A rabid Germany - again! - doesn’t bear thinking about. So come on Mr Putin, come and deal with our dog - one way or the other.

The fact is that Global Hegemony by the US using proxies such as Ukraine/Europe/Israel and others, has been, and still is the main driving factor behind the USA's foreign policy, and that until the USA abandons this policy, Russia is still in danger from the US, and its proxy nations such as the UK, France, Germany, and others (see 2019 Rand Report entitled 'Extending Russia', and the 2009 Brookings report entitled 'Which path to Persia?', both are policy documents which the US State commissioned, paid for, and follows).

The apparent spat between the USA, and Europe (and even the one growing with Israel), is all part of those policy documents, which have been followed by successive Presidents, to the letter.

In the light of these publicly available US policy documents, it is clear that the seeming rapprochement between the US, and Russia is merely a US sham, designed to enable the USA to pivot its hegemonic efforts towards China, whilst Europe/Ukraine as proxies for the US, continue the efforts against Russia. In this respect, I do not see the US giving up on its efforts for total Global conquest and domination, and Russia, being a supplier of oil to, and trade with China, as is Iran and others, are all part of the plan to defeat China, and not one has escaped America's attention in this regard.

This is why, that until the USA fails completely to dominate Russia, Iran, China, and others, and itself finally gives up on its hegemonic goals, no country, particularly Russia, can consider the USA as a trustworthy friend. I also would note, that the USA, whilst this is still the case, will keep finding ways to encourage Europe/Ukraine, and supplying support, weapons, and hardware via back-channels, in order to complete its goals of causing Russia to collapse.

The USA is in no better position than Europe, and is fracturing from within. It is not the adult in the room, and as Scott pointed out, has not been an honest participant even in nuclear talks, and has throughout, sought a nuclear advantage over Russia, in order to dominate them, and as such, cannot be expected to see sense, any more than Europe will.

Scott's claim that collapse will bring Europe to its senses is wrong, countries that collapse go to war, even if their force-conscripted populace has to fight with pitch-forks.

The Rabid-dog cannot be reasoned with. If you take away it's food and water, pushing it to even more extreme survival methods, it won't give up, but become even more rabid, and is akin to forcing an nearly defeated enemy into a canyon, and continuing to pursue them - they will fight harder, and with every facet of their being.

Maybe Scott is right, but I would like examples of how prideful nations have ever backed down when their economy is fracturing, and their societies crumbling. I would argue that as Scott pointed out, that none of the skills of the protagonist Atticus Finch would stop the Rabid Dog, and it was only his shooting skill that would stop it. Scott then contradicts this narrative by then claiming that Russia (Atticus Finch), should use its diplomacy/legal skills, not its shooting skills, to stop the Rabid Dog, by just waiting for it to stop its attacks due to its worsening situation.

I appreciate that Scott had a great role in getting Nuclear agreements between the USA,and Russia, but those times have gone, and the truth is that nukes exist, and the USA is still looking for advantage over Russia, and China.

The USA is close to total Global conquest, they are not going to be dissuaded from that easily, maybe not at all. This is the bigger picture, and whilst the USA ignores International Law, uses the UN to its own advantage, and continues to bully every nation on Earth, there can be no return to nuclear agreements - they set the precedence, and no other nation can any more trust what the USA agrees, which means we are again at the point of 'the man with the bigger stick', which is what the USA has constantly pursued, and why it pulled out of agreements, and ignores law.

Scott has so much invested in Nuclear arms control, and this is no sin, not by a long shot, that he is loathe to admit that the only option left is for Atticus Finch (Russia), to Shoot the Dog.

Economic woes of Europe will not cause them to cease their activity against Russia - they have already made it abundantly clear that their people must suffer to defeat Russia - they literally have said such, and brought in policies and laws to that effect, even to the point of proscribing their own citizens, particularly in the UK where even countering the Government narrative, or liking Scott's articles, is a risk of being jailed for 14 years. The worse things get, the more they will push for war, as all such tyrants have done throughout history.

Karaganov, Medvedev, Dugin, myself, and many others are not wrong in this, Atticus Finch and those seeking his protection will die, if he does not shoot the Rabid Dog. I know this flies in the face of Scott's desire, and to be fair, mine and other's desire for peace, but reality bites, and in this case, the biting is done by the rabid-dog called the USA and its Proxies.

I'm curious how your talk was received, Scott. It's a very heavy message, but a realistic one.... I would guess you heard a lot of Da, Da, Da!

Very articulate. Unfortunately, the curruption like cancer is level four and the eventuality is death. It will take MEN steeped in honesty and grit to erradicate whats left. As they say, 'when the going gets tough, the tough get going.' So 'bite the bit' Scott and take the lead.
