Short answer: Non-existing WMD means that the UN inspectors destroyed everything they found with help of Iraqi officials. US officials knew about this from the inspection report, but decidet to lie in the UN Security Council, in order to fabricate the justification for attacking Iraq. Regime change was, as Scott said, the hidden agenda from the very beginning. They not only lied, but used a deception.
