I think this phrase of yours encapsulates the problem rather neatly. These guys are ignoramuses with regards to Russia. And you can write anything on a blank slate, which is very convenient, especially for using their product for internal purposes. Which is what Russiagate was all about.
Now, the reasons why they are so ignorant, or their motivations, can be interesting, but the taproot of CIA performance in all this is just that - blatant ignorance.

I knew that was a lie and she was a sore loser and couldn't bear to lose legitimately. Her first choice to blame was Russia; she and Bill had been after a regime change in Russia ever since Bill Clinton was elected president. The very incompetent Rachel Maddow carried the ball for that lie for nearly five years and it made her very rich. Putin is the best leader in the world, along with Xi Jinping, and one need only go to both countries to understand why those leaders are loved by their citizens. It's easy to understand why we can only despair with our leaders by comparison.

This is a deep article. But it gives a clear picture, more clear than one could likely get from any university study in the USA.
One would have to start from the standpoint of wanting to know truth. Then, learn the language, then history and reading Soviet archives.
